Hi there
this behaviou can be stoppped with consistency. CHeck out my guide to stopping Springer Puppy Biting. You have to keep at it and it will stop over some weeks.

As for jumping up when they do it turn you back on him and ignore him. He is attention seeking so if he gets no attention he will stop it.

mouthing NEW
by: Sally

Hi, JJ is 2 & a half and if he gets over excited he still chews on your cuffs a bit, something he`s done since he was a puppy. We just tell him no and he knows what `no` means now and will stop. The same applies to him jumping, he only does this if we have guests and he gets over excited and we either tell him down or just ignore him. He does understand and as he`s getting older he`s getting much better, Your springer will too :)
