I have a 6 month old springer male and wont leave my my older dog alone

He is trying to mate the older dog.

How old can I get him neutered? Will it effect his behaviour or cause any health problems?

This sounds like a dominance issue and teh younger dog is trying to dominate the younger dog. I think Neutering is the right thing. Speak with you vet, they usually considered it around a year but they may do it earlier.

Neutering does not affect their health but their coats sometimes become a bit wooly, but that is nothing that grooming cannot manage

Hi 6 months is the age you can get him neutered, so he can be done anytime now.
Though it sounds like a dominance thing, he wants to be boss.
I have a 5 month old male dog and he used to do try and mount my female older dog when i first got him, he was only 8 weeks, then she would try and do it to him, i asked the vet and she mentioned it was him trying to be boss and be dominant.
