Snappy Springer Bitch

My 5 year old Springer Spaniel Bitch is usually very submissive but 2 years ago we bought a Sprocker Bitch. They get on very well together but the older dog Meggy has started to snap at other dogs when we're out. She never bites but shows her teeth then snaps her mouth away from the other dog - male or female. I assume she is trying to protect Lucy (who is now bigger than her and is loved by everyone so does not need protection) but I just don't know how to deal with the situation. If you put her on her lead, she's fine - obviously feels no need to protect Lucy but I hate doing this as she is a very well behaved walker and comes when she's called.

Should I ignore her, tell her off or praise her when she doesn't do it???
